Cluster shape matters more than tag count

Every locale variant of a URL must list every other locale variant — plus x-default. Missing return-tags is the most common error. The cluster is symmetric or it is broken.

ccTLD vs subfolder vs subdomain

Subfolder is the default unless you have explicit per-country legal entities and SEO budget for each. ccTLDs split link equity. Subdomains split link equity and confuse Google. Subfolders aggregate.
